The bottom line with a nonsurgical neck lift is that you have to have good skin tone and a lack of significant fat excess and muscle laxity. Based upon the limited photographs you submitted, a surgical neck lift would likely be a better option for enhanced improvement. While you could some improvement with a non surgical neck tightening procedure, there is no equivalency to a surgical neck lift. Now sometimes in appropriate patients a combination of the two procedures can be done which has an advantage of a faster healing time with the best of both worlds. I would recommend consultation with a board certified facial plastic surgeon in your area.

Non surgical skin tightening procedures will help but not as much as a surgical lift. However, a possibility for you to consider is a non-incisional necklift (Ellevate and Trampoline Platysmaplasty) with the skin tightening of FaceTite. It is a procedure that can be performed under local anesthesia.

Based on these photos, it appears that surgical correction by means of neck or lower face/neck lift would be good option. you need a face/neck lift, non invasive options will do very little for you but threads, moprheus, fillers, botox can all be done. you just need to ensure you have the right expectations. I suggest a surgical route with a big laser at same time, and at home peels and dermarolling now.

With significant neck sagging you would need a neck/face lift with muscle tightening (platysmaplasty). at the same time lasers (fraxel,  co2 or erbium( or microneedling RF (fractora, intensif) can be . performed to improve the crepe skin or wrinkles.  You need a formal consultation, as the neck can be treated with a combination approach:
1. micro needling and lasers for texture
2. botox, disport or xeomin to help platysmal bands
3. intensif or fractora RF microneedling for crepe skin and lifting

5. neck/face lifting if sagging is prominent or early starting +/- platysmaplasty (muscle tightening)
