You can have alar base reduction after rhinoplasty to enhance the result. I usually want patients to wait at least 6 months beore considering it. As in many revision or touchup maneuvers it is important to allow enough resolution of swelling to occur so that you are not fooled and either under or over correct the problem
I prefer not to alter the shape of the nostril at the time of the original rhinoplasty. I wait until the tip has settled and presented itself to the point that I feel comfortable taking this step. Why do I stage this? First of all it is not reversible so if one takes this step it must be done as precisely as possible. Secondly, when I change the projection, orientation and shape of the nasal tip it will change the shape of the nostril in a way that is unpredictable which harkens back to my first point. Finally it is a patient friendly step, can easily be done under straight local, with minimal bruising, swelling and post op discomfort. So give yourself 2-4 months and then talk it over with your surgeon, one month is too early. Good luck!

Without pictures it is hard to evaluate your situation. In general it is a good idea to wait at least a year before considering any revision rhinoplasty procedures. If there is a gross deformity or imbalance then a revision might be reasonable earlier, after about 3-6 months depending on how quickly the swelling resolves and on how quickly scar tissue matures.
Yes you can but no I wouldn't. Let your nose heal for at least another 6-8 months before having more nasal surgery. Present swelling may interfere with getting the ideal result.
