I have seen very good results with liposuction and Renuvion in women similar to you. I would suggest going with Renuvion. Later, if not tight enough, you can always do the excision. However, the long scar does show.
From your photos you will have the best outcome from a brachioplasty. Liposuction will remove some of the fatty tissue but you may still have lax hanging skin even with J Plasma. I've included a video on brachioplasty that I hope you find helpful.

JPlasma, I noticed zero skin tightening, and none of my patients noticed any significant difference.Liposuction alone could explain all the results and some skin retraction, which happens from Liposuction inherently.Delivering consistent quality, Liposuction results is more difficult than most people believe. Upper extremities are technically challenging, and finding plastic surgeons who truly mastered arm Liposuction is not easy.Personally, I treat arms circumferencial. He typically blend Liposuction into the forearm. The procedure will create some skin contraction and most patients appreciate arm reductions with the arm in a down position. If you lift your arms out, you will still have skin laxity. A significant number of patients are apprehensive of having arm lift surgery. I would suggest doing Botox on the tight muscle band on the one side of your neck. You may need some on the opposite side for symmetry. Then, you may need the full neck lift or even face lift to go back in and correct the area that is tethered.
Thank you for sharing your picture. I would strongly recommend talking to your current surgeon about a revision. If you had a seroma, you could have scar tissue making the area uneven. It could be skin laxity. It's hard to tell from the pictures.
Sculptra injections that are done at least 2 months apart and by someone who does treat scarring could be helpful in both areas. Fat may not work well in the banana fold area because of pressure of sitting.
