Top eyes always have the upper eye lid exposed even when looking directly forward. Bottom eyes have the eyelid perfectly hidden. Would there be any surgical way to approximate the eyes on the bottom?

This doesn't appear to be a scab- and shouldn't be a scab 7 months after your surgery. I recommend returning to your surgeon to have this evaluated.
