Is there any way to achieve the bottom photo's "hunter's eyes" look? (Photos)

Thank you for your question. I would suggest you try botox/dysport placed low on your brow to purposefully drop your brow. While this is not permanent it may give you the look you want with out surgery. Not much botox would be required, resulting in lower costs. 

The top photo is taken in far downgaze... it would be helpful to have the eyes in primary/ straight ahead gaze to see how close your eyelids are to the look in the bottom photo. Most individuals with even the slightest hooding will gradually move toward more hooding as they mature - especially with heavy brows. I would not recommend surgery unless you have ptosis (can't determine from top photo). You might try some cosmetic Botox in the forehead which allows the brows to fall to a resting position.
