520 in left and 560 in right and still have VERY noticeable uneven breast size (Photo)

Unfortunately using different size implants is a tough game to win at. Your o e side also appears larger because the implsnt is higher. Dropping the one side down and using a smaller implant would help

Go for another opinion. An examination is needed to be certain. However, just based on your photos, you appear to have a little excess skin on your larger side which could be removed easily in the office and may make you more symmetrical.

I encourage you to visit with another surgeon in person for an evaluation. Photos are sometimes difficult due to arm position and angles. It appears one breast appears lower than the other which can make the asymmetry appear more noticeable as well.

Breast asymmetries are very common, in fact, most women have them. What you may be seeing is that your breasts are different shapes. Often times pre-existing breast shape asymmetries are made more apparent by breast augmentation. We have no way of knowing whether you had pre-existing breast shape asymmetry without seeing your pre-operative photos. The clothed photos don't really show that significant a volume difference, but your arm positions are different in those and may be affecting the breast appearance as well. Obtain your pre-operative photos and compare pre and post. A modified lollilop lift might be an option if scars are not an issue for you. Good luck!

In the photos that you show, the symmetry is not assessable due to the position in which the photos are taken. In order to evaluate yourself in a better way, you need a second opinion from a plastic surgeon, in order to give you a different or even the same point of view. than your doctor but that is only done in a face-to-face consultation.
