Wrong breast implant placement: one under muscle and one above. Is this normal?

About eight years ago I had breast augmentation done . I have noticed over the years that one breast stays higher than the other breast, One feels different than the other as well. Just a few days ago I had a mammogram done come to find out my doctor told me that I had one breast implant under my muscle and one breast implant above my muscle . When I did get my breast augmentation done The doctor and myself agreed on under muscle implants what should I do ,Is this normal?
