It just doesn't seem fair that you grow fat in a place like that.  Liposuction can effectively treat this area.  It has low risk and low down time.  Call a board certified plastic surgeon for an evaluation.

Liposuction of that area is usually very effective and can make a major difference in the appearance of the lower back and buttocks.

SmartLipo is a minimally invasive and incredibly effective way to remove stubborn deposits of fat. Most providers use a local anesthetic for this procedure. Based on your pictures, you are a good candidate for liposuction, to improve your flanks and buttocks, and I think you'll get very good results. 
In general, you need to be physically healthy and at a stable weight, have realistic expectations, be a non-smoker and your BMI needs to be 30 or less.
l recommend you to make an appointment with a board certified plastic surgeon to talk about your goals and anything you need to know.

Liposuction works great to remove that. I have done this many times. Patients say the same thing they absolutely hate it in their clothes and afterwords they are amazed at how much better they look and feel. this is the other your individual fat distribution with fat on your lower back or potentially you have a lipoma which is a benign fatty tumor. If you had a lower back that was normal when you were young and this slowly developed then it's more likely to be a lipoma. Lipoas do best with surgical removal but can be treated with liposuction. If it's simply your fat distribution with excess fat in this area and liposuction is by far the best treatment.  Don't look too alternatives such as cool sculpting. Choosing that would almost certainly leave you disappointed.  Follow up with a local board-certified plastic surgeon and share the full history of when you first noticed this, if you were born with it or it developed over time.  Best, Mats Hagstrom MD
