I don’t like how wide they are like how it goes past my side. I don’t like how big the cicumference is. I had anchor scars and laser to fade them almost completely no noticeable scarring. Could I get smaller implants? How would they cut to replace them? Same incisions? Thanks

If you are bottoming out, you do need to go smaller. Most can drop down up to 150 cc's and still not need a lift with internal lateral pocket tightening.
The main reason for bottoming out in most women is that the implant is too large and heavy for their tissue. You did not mention what size you have, but you need to go smaller. You also did not post photos, so I cannot be specific about the lift. The capsule will need tightening and I like...
