I am considering a BBL and a breast reduction or lift. I also want lipo to the back of my arms.I don't want a tummy tuck, is lipo 360 enough? How low should my bmi be?how many cup sizes do you lose with a breast reduction or lift? Can I put all my fat in my butt? I'd like my hourglass shape back with a big full projected butt. I'm 5'4 200lbs with no health problems.(I am going to lose 15-20lbs before surgery)

Based on your photos, you are a great candidate for 360 vaser liposuction and tummy tuck, to give you a nice tight tummy and get rid of the extra skin. Also, breast lift with implants. Along with the tummy tuck, liposuction allows your plastic surgeon to transform your entire shape. You improve your waist, back and flanks.
Breast augmentation combined anchor lift. Know that implants will add weigh to your skin, so, you'll totally need a lift. You may want to consider breast augmentation sub muscular. 
Know that the size, profile, and shape of the implant is based on your desired breast size/shape, your chest wall measurements, and soft tissue quality.  This decision should be based on a detailed discussion with equal input from both you and your surgeon.   
It is important that you communicate to your board-certified plastic surgeon what are expecting, to make certain that your goals are realistic. It's helpful to show pictures of results you'd like, but please keep in mind that these are other people and your body is different from everybody.
In general, you need to be physically healthy and at a stable weight, have realistic expectations, be a non-smoker and your BMI needs to be 30 or less.

Hello, thank you for your question. A BMI of 35 (yours is 34.3) is probably the upper limit that a plastic surgeon would consider for this procedure. In my practice I look for a BMI approximating 30 to lessen the risks of complications during and after surgery and to enhance the results of the procedures. It is best to be within 10 pounds of your weight goal for three months prior to the BBL. Based on your pictures it appear that you would benefit from a Lipo/BBL and Tummy Tuck, Breast reduction/Breast lift.

Hello. You ar asking for the impossible. First of al, you are  now about 34.3 BMI, you need to go down 54.7 pounds to be in a less risky BMI for undergoing surgery. Second, you are not candidate for just Lipo and BBL, since your abdominal rectis muscles are separated (a condition called Diastasis), and you have excessive skin and fat in your abdomen, this can only be corrected with a Tummy Tuck combined with upper and lower back lipo, and a BBL if neeed. Third, breast needs to be work in a separate procedure to avoid raising your risk during and after surgery.
Now with the new Covid regulations avoiding increasing your risk is a must.

A healthy BMI is between 15 - 24, the maximum recommended being around 30. If you are above 30, then you are encouraged to lose weight before undergoing surgery. The higher the BMI the higher the chance of complications.You would likely benefit from an ultra high definition tummy tuck using high definition VASER liposuction.
