Most plastic surgeons, oculoplastic surgeons or oral surgeons should be comfortable doing this. Depending upon the size of the plate and the number of screws this might not be as big of a procedure as you expect. Depending upon the plate location the incision could be placed around the eye or placed under the lip - likely in the same place where your original incision is located. It is not common to typically remove plates and screws following the repair of facial fractures.  There are some instances where over time the screws can become loose requiring removal.  In terms of your sensation, removing the plates and screws will unlikely improve this.  The decreased sensation is due to injury of the nerve on the side of the fracture.The surgery is typically done through the same incision in which the plates and screws were put in.  Again, removing the plates and screws will not necessarily improve your symptoms. Typically, a plastic surgeon who treats patients with facial trauma would have the expertise to perform such a surgery.
