For significant improvement, hooded eyelids require surgery if there is enough skin. For nonsurgical treatments: Radiofrequency (Thermage or Venus Legacy/Viva), injectable fillers, and a Botox brow lift can help contour the eyebrows and lift the eyelid skin. The issues here are ones seen on a practically daily basis in an active cosmetic dermatology practice. For the movement-related wrinkles between the eyebrows and the forehead, Botox would work well and, going forward would diminish the formation of more deeply etched-in lines. For those lines that have already been etched-in, a low viscosity, cohesive HA filler would help to lift and elevate and smooth them. A robust HA filler can be used in the upper cheek area (the area responsible for the development of the under-eye bags), which will likely significantly mask the bags and smooth the transition between the upper cheeks and the under-eyes. You might wish also to consider a series of in-office superficial peels (inexpensive and no signficant downtime involved) to improve the texture and reflectivity of the skin. And finally, consider the regular, at-home use of topical alpha hydroxyacid and tretinoin creams to improve the "fabric" of the skin and for general skin maintenance. You would be wise to consult with a board certified cosmetic dermatologist and best of luck.
