Your chin appears a bit short and is over-projected. More photos would be helpful but you would likely benefit from a reduction genioplasty with the chin reduced in projection.

Yes, you need your chin reduced. This will require an osteotomy to take down the bony prominence.

There are muscles in your chin that purpousfully lift chin when you smile. That is a natural reflex. One may try to decrease muscle activity with selective injection of Botox to temporary reduce muscle activity. You will need an expert board certified plastic surgeon and possibly ultrasound guidance to do this. Hope this helps.

The movement of your chin when you smile is due to muscles on the chin. These muscles can be dissuaded from doing this by injecting them with botulinum (e.g. botox or xeomin). Takes minutes and works well.

This looks like it could be a hyperactive mentalis muscle that you can try botox for to help control it. If this isn't enough, you could also think about getting a small lipo procedure of any mental fat if you have some, although usually that would be present at rest as well.

You may want to consider a chin reduction or sliding genioplasty with more projection in a downward direction. These procedures and more commonly done by oral surgeons but some plastic surgeons do these procedures as well. I suggest consulting with local plastic surgeons and oral surgeons in your community.
