Your chin appears a bit short and is over-projected. More photos would be helpful but you would likely benefit from a reduction genioplasty with the chin reduced in projection.

Yes, you need your chin reduced. This will require an osteotomy to take down the bony prominence.

There are muscles in your chin that purpousfully lift chin when you smile. That is a natural reflex. One may try to decrease muscle activity with selective injection of Botox to temporary reduce muscle activity. You will need an expert board certified plastic surgeon and possibly ultrasound guidance to do this. Hope this helps.
