If implants are under muscle, why can I feel the bottom of it through my skin?

I have a good amount of Breast tissue, 5 weeks post op revision, gummy bears. Is it normal to feel the bottom of your implant when you run you're hand along the skin when the implant is under muscle? It's very subtle but I'm wondering if this may contribute to sagginess.
