The next best thing would be Vaser high-definition arm liposuction. During this procedure, arm fat is melted, and the Vaser stimulates skin contraction due to heat. In my opinion, the Vaser is superior to any other treatment, including radio frequency. Therefore, this approach is the next best thing besides a traditional arm lift.

There are no new surgical technologies to lessen surgical scars from arm lifts, however all of the usual principles applied to getting a good scar must be diligently followed.
Good surgical technique, careful suturing and appropriate care of the incision are important. The things a patient can do to help lessen scarring are to have surgery when they are at a healthy weight for the surgery, good nutrition, and use a compression garment after surgery.
The skin at the inner arm is very sensitive to scarring, so it is difficult to predict how well your scar will do in advance. There are many modalities that can be used to lessen scars after surgery, such as silicone scar pads, topical ointments and creams as well a certain lasers.

Depending on the degree of skin laxity you have there may be options to the traditional arm lift. You may be a candidate for JPlasma or BodyTite. If you have moderate to severe laxity though, you'll likely have the best results from a brachioplasty.

Liposuction and skin tightnening procedures baed on radiofrequency or J plasma are options that would not involve scars. However, without in person evaluation and/or series of good photos, it is impossible to say much more about specific arm lift procedure for you, in particular the lenght of scar; in general, more skin to be removed, longer the scar. If it is extreme then a traditional arm lift gives best results- trade off is long scar inside arm. (I find the minimal or arm pit lift insufficient).

Many of my patients who are not severe can benefit from Vaser ultrasound liposuction of the arms to remove stubborn fat and tighten skin to a degree.

You did not post photos, but you might be a good candidate for liposuction and Renuvion, minimally invasive radiofrequency skin tightening with minimal scarring.

Unfortunately I am not aware of any new arm lift technology to reduce the scar that forms. That being said, depending on your arms and how much you want removed you may be to modify a traditional brachioplasty in order to reduce the size of the scar. Your surgeon may be able to perform a modified brachioplasty an then utilize liposuction with J plasm or some other skin tightening device to help with excess skin, if you are a candidate for this type of hybrid procedure.
