I’ve always had disproportionately larger arms and batwings, although I’m at a bmi of 22. Im hesitant to get a full arm lift because of the scars and how they would heal on darker skin, but I’m not sure if I would be a candidate for options like bodytite (with liposuction) or perhaps a smaller crescent scar. Would bodytite be sufficient with how flabby my arms currently are?

If the skin is in the armpit, then that excess can be removed directly and not as arm lift. If you have excess arm skin, then that can be added. If you do not have too much excess skin, the minimally invasive radiofrequency skin tightening like Renuvion might work very well for you.
