Your question "Will I lose more volume with a tummy tuck" is an easy answer: your breasts will not change size with or without a tummy tuck. Some women with upper abdominal bulging will feel like their breasts are bigger when the upper abdomen bulges less (eg your breasts appear more projecting in clothing), but they will not change size.
Should you consider implants? Without a photo or understanding your goals, it's hard to say. I'd suggest meeting with a qualified plastic surgeon to discuss.
