I had a butt augmentation august 2018. The implants are very low because my skin has stretch marks so I still dont have the volume in my butt that I want. The implant is placed under the muscle.

From your photos, it appears that you have 1. a degree of buttock ptosis ( or sagging) as well as  2. full hips and flanks.
Buttock sagging can be eliminated with a buttock lift, involving removal of lax skin and soft tissues of the back, hips and flanks.from an incision just above the buttocks.Fullness of hips and flanks requires liposuction of these areas. The buttocks can be further augmented with fat transfer.

Great Question! Additional Fat Transfer to the buttocks will help to achieve more volume. Liposuction would be preformed on the lower back/flanks/hips and abdomen and then transferred to the desired area you are wanting more volume. Based on your pictures, you are a good candidate for liposuction with BBL, and I think you'll get very good results. 
Liposuction allows your plastic surgeon to transform your entire shape. You can improve your abdomen, hips, back and flanks, and of course your buttock, to give you a nice heart shape.
In general, you need to be physically healthy and at a stable weight, have realistic expectations, be a non-smoker and your BMI needs to be 30 or less.
l recommend you to make an appointment with a board certified plastic surgeon to talk about your goals and anything you need to know.

The volume of your bottom line is substantial. However you don't have much shape to it.  Adding volume without shape is going to make you look like you have a pillow stuffed in your pants.  The shape of someone's butt comes from skeletal structures primarily but also soft tissue coverage.  Your skin laxity will prevent you from having an improved shape by just adding more volume.  Liposuction of your lower back and torso could help you substantially.  Still, a skin tightening procedure like a wraparound tummy tuck would probably serve you best.  Best, Mats Hagstrom MD
