I’m 55 years old, thinking about having a facelift and upper and lower eyelid surgery. I mostly hate my fat neck. My BMI is normal, but always had thick neck.

What you are describing regarding the neck contour is unfortunately an element of genetic characteristics that we don't understand. It tends to respond best to the deep plane neck contouring. Based on the comments, in my opinion you could consider either necklift, fat transfer and upper and lower eyelid surgery or facelift and necklift, upper and lower eyelid surgery. The option of using facelift and necklift as opposed to necklift and fat transfer is associated with more significant reduction in the contour of the jawline. This can produce an effect of highlighting the eyes because of the reduction in surface of the lower face. If this is the type of outcome that you would like to proceed, then the combination of facelift and necklift may be the better choice.
