Your right eye appears more bulging with lower eyelid more retracted (vs.left eye more sunken). There are procedures to improve the symmetry. See following video and website link. Skype consult available.

Simplest thing to do is remove more skin.  You are young and should have adequate volume.  It is clear that you have a reservoir of skin that would permit safe revision surgery that would not impact your lid closure in a negative way.  I wouldn't inject filler in your lids for...

Eye asymmetry is common. It appears your right eye and orbit is larger than left and lower eyelid is more retracted than left. See following website link for more information on eye asymmetry and possible solutions.
