My right eye is bulgy and my left eye is sunken making it look way smaller.

See an oculoplastic specialist for evaluation. See following website link and video for causes and treatment of eye asymmetry. There are surgical and nonsurgical options available. Your right eye is either more bulging or left eye more sunken. Also, your right lower eyelid is more retracted. Skype consult available.

Defining the problem correctly is the corner stone for getting the right surgery.  That is not going to happen from a photograph posted on Realself.  You need a detailed consultation to carefully evaluate your concerns and determine the anatomic basis for your issues.  That will determine if you need an orbital decompression (unlikely) or an eyelid surgery (more likely).  If someone did actually quote you a price for surgery without this essential information, I would strongly advise you to run the other away.

 Surgery cost depends on many factors. This is either an orbital problem or eyelid. Which route you should go depends on what the underlying cause of your appearance is. Before answering your excellent question my suggestion is to seek out an Oculoplastic surgeon to decipher the underlying reason for your concern. Then a reasonable treatment modality can be planned. The results can be very satisfying.

Thank you for your photo and question, from looking at your photos the eyelid position asymmetry is apparent, from this one photo it appears there may be some eyelid retraction on the right side. There can be underlying medical reasons for eyelid asymmetry (such as thyroid issues) which can cause eyelid retraction and changes in eye position in young patients. I would recommend that you see an Oculoplastic surgeon for an evaluation and discussion of options.
