From what I can tell based on the picture you provided, there is some minimal jowling on your right side, and potentially also on the left when you are not pulling on things. For all of us, as we age the soft tissues of the face start to descend and we lose volume from fat atrophy and bone loss, resulting in the characteristic changes of facial aging. I cannot really see your neck. To answer your question, a facelift would definitely be able to address the jowling, improve your jaw's definition, and address other age-related changes you're concerned with. Facelifts can also help address some facial asymmetries, and is sometimes combined with facial fat grafting, which can help further correct any asymmetries, refine face shape, and restore overall harmony in the rejuvenated face. In your case, I'd recommend a facelift and possibly also facial fat grafting (during the same surgery). With that said, it is difficult to provide tentative surgical recommendations, as there is only so much information to be gained from the single photo you have provided. Yes, a facelift/necklift would provide the results that you are simulating. Most patients that need a facelift will perform that exact same hand maneuver in the consultation; it is a good indicator of a patient that would benefit from a facelift/necklift. The question is, are your concerns/issues bad enough for a facelift? Can your concerns be adequately address with some selective filler, skin tightening procedures and a bomb skin regimen. You look pretty young your photo, so I think the first thing to do is formulate a manageable anti-aging plan with a local professional.

As per your pictures you seem to be experiencing face laxity, meaning your skin is losing its firmness and tightness which could be due to many factors like weight loss stress etc. In such a case a full-face lift is most beneficial for a permanent solution it would target neck, midface and temporal area covering the sagging jowls. I would suggest to look into expert surgeons who deals in scarless endoscopic vertical facelift which would give you a natural look after full recovery. Moreover, Scarless would mean that the lift incisions will be hidden in your hairline and after full recovery will be invisible to see. I recommend vertical facefiit so that you don't get a pulled or artificial look. Furthermore, fat injections is also a technique I would suggest for the areas around your mouth for any deep wrinkles or smile lines, it would greatly fill in the lack of volume.

It appears that you are too early for a facelift. Your facial aesthetics are holding up very well. Longterm results from a facelift would not give you a look that you're achieving with your hands. I would encourage you to keep up with things that keep your skin as healthy as it can be until it is time for a facelift (years down the road). Doing things like laser resurfacing, RF microneedling and botox are all smart things to keep your dermis healthy throughout the years and keep you as youthful as possible.
