The eyelids are very sensitive areas both cutaneous lean anatomically. You would be very unwise to use chemicals capable of penetrating the skin that would get to the fat.
Thank you for your question. Unfortunately there are no topical creams or oral supplements that are safe or effective at removing excess fat anywhere on the body, face included. Blepharoplasty, or eyelid surgeries, are effective and safe methods for removing the excess fat of the upper and lower eyelids. Alternatively, sometimes cosmetic fillers, such as Restylane, can be injected into the tear trough in order to camouflage these excess fat pockets. I would recommend consulting with a board-certified plastic surgeon to discuss your options.
