My right breast dropped about 3 weeks ago and my left still hasn't. Should I start getting concerned? It's still soft and I've been massaging it 4-5 times a day trying to push the implant down. I still however can see no difference. My implants are 470cc ultra high profile silicone.

You have raised a very common question! Once you have been cleared to wear push up bras then its perfectly fine to wear them without any adverse affects. If you find the underwire irritating then you can always make a small incision and remove the underwire.
It is difficult to predict CC. the cellulitis is usually more superficial and should not affect the deer placement of the implant. you will need close follow up. ask your BCPS about implant massage at the correct time after surgery.
Thanks for your question. Generally, insurance companies (including Tricare) do not cover breast surgery to correct symmetry. You may qualify to have a breast reduction on your larger breast covered by Tricare, if you meet the criteria. I suggest you make an appointment with a PS in your area...
