Yes this can be achieved to provide an upward turn to the tip of the nose. Please seek an experienced surgeon to inject this area as it is an advanced treatment. 

Deductible fillers may create an illusion of tip rotation, however, this would be completely temporary. I recommend getting a formal evaluation with a cosmetic dermatologist to go over your desired results. Facial fillers (voluma, restylane, juvederm) and Botox can be used to improve the symmetry of the nose and lift the tip. Surgery would be needed to improve nostrils or overall shape. See an expert. Fillers can absolutely be used to shape and form the nose.  They can be used to change the overall shape of the nose and give it the appearance of being either more or less rotated (up-turned).  The best part about them is that they are also dissolvable if necessary rather than being permanent.  Just make sure you go to someone with a significant amount of experience using fillers in the nose.

I disagree with the other posters. fillers will not keep you nose from dipping when you smile, nor can you get the definition that you have illustrated. What you have done in the wish image is take away from the existing nose. Fillers only add.
