I think your dermatographia may put you at higher risk, but certainly can be managed by a board certified plastic surgeon.  I would urge you NOT to go out of the country for this procedure, because if complications arise, you will not have anyone locally to call for help.

I would say that your dermatographia can be managed. However, I would strongly urge you to have your surgery with a board certified plastic surgeon in your area. A tummy tuck in particular requires extensive post op care.
