Thank you for your question and I am sorry to hear of your adrenal related issues.  If you are deemed a candidate for elective surgery such as a tummy tuck and breast lift, it is unlikely that the government will cover the expense of the procedures as they are deemed not medically necessary.  You may want to see board certified plastic surgeons in your area to have the best treatment options discussed. 

Unfortunately, breast lifts are almost always considered cosmetic in
nature, and therefore not covered by insurance plans or government
subsidies.The only exception to this is
a lower panniculectomy to remove excess lower abdominal skin and fat.

In the USA, no insurance company covers breast lifts, and tummy tucks are occasionally covered if there has been over 100 pound weight loss. You may need to see a plastic surgeon in your area to find out what may be covered. However, you first need to check with your medical doctor to see if you are a candidate for elective surgery.
