I have a prominent brow ridge. However, for some reason, from below, my eyes look too prominent. I especially do not like the prominence of the lower eyelid, which seems to be visibly wrapping around the protruding eyeball. I am interested in the procedures which could help me make my lower eyelid less prominent, in the sagittal plane. I do not like the bug-eye look of my lower eyelids. Can the filler be used to help this? If so, how much filler?

I would use a tightening RF device followed by conservative dermal fillers for your lower eyelids. This would help improve the contour.
