it is hard to tell for sure without an examination. Based on your photos, your breasts look normal. If you are considering surgery, I would suggest you consult a board-certified plastic surgeon. Only after a thorough examination, you will get more information and recommendations.

Breasts have 2 types of tissue: one is fat and the other is breast tissue. Breast tissue is quite firm and rubbery and fat is quite soft. Your breasts have descended inferiorly and laterally making your nipples point outward. You would benefit from a breast lift using The Bellesoma Method. You have nothing "wrong" with your breasts and look very natural. You have a very pretty size for your frame. One is slightly larger and both sag some. Your girls are not twins but sisters and many women have different sizes and shapes to their breasts. Your nipples are also fine. Stop worrying about your breasts or go visit with a plastic surgeon to discuss options.

I think the most important thing to appreciate is that just like faces and bodies, breasts come in a diverse variety of shapes and sizes and you should not consider yourself to be abnormal or unattractive. The description you give about nipples is also normal and certainly not abnormal. Think of the positives - you have a good amount of natural breast volume / quantity - approx C cup by the looks of your photos - and there are plenty of women who have little or no natural breast tissue at all. I wonder whether you would consider seeing a councillor or clinical psychologist who specialises in body image and issues of self confidence relating to the way your body is. Your breasts are perfectly normal and lovely. Keep in mind that cameras (especially phone back cameras) and mirrors may produce distortions that don't do justice to normal things. There are very few men/women that would consider your breasts unattractive. So be confident and get out there and be intimate!
