Gums lasered or crown lengthening with veneers? (Photos)

Performing  crowns lengthening  will significantly improve the final result.

First off, if you don't trust your dentist, and question his integrity, you should find another dentist.
That being said, I agree with your dentist's assessment, and in your case crown lengthening will give you better results that are more predictable. 
There are a few factors that can influence which procedure is better suited for your needs. 
First off, is the type of gum tissue you have. Thicker tissue tends to grow back with the laser, and responds better with crown lengthening. The laser is better suited for thinner tissue which can have more predictable results, especially if you just need to remove a small amount.
Not every one is a candidate for the laser procedure. It comes down to something called biological width, which is a set number that dictates  how much gum tissue can be removed. People who have overgrown gums and gingivitis are excellent candidates for the laser.
In my experience, the crown lengthening surgery gives the best results, and its permanent. You have more predictability, and its best for situations when you need to remove a significant amount of tissue. 
Lastly, your results would look much better with 8 veneers as you'll be able to buildout your smile in the corners, and you can choose a lighter shade porcelain!

Based on the photos, you appear to be a good candidate for crown lengthening to improve your smile and show less gums, but an examination is needed to properly evaluate your case. Later, veneers can be fabricated to create more harmony and symmetry. Veneers will also improve your teeth color.
