I have an active NC medical license and did my body contouring fellowship in NC, I can assure you there is no law that places the maximum limit of liposuction at 3 liters. It is not just the amount of fat removed, but the technique. For best results shaping the waist, I recommend a hi definition procedure like VASER liposuction. However your BMI is below 30, and if weight loss at a standstill, liposuction should greatly improve your waist, but expectations must be kept reasonable. Regarding your waist size, viewing photos would help to answer your question, and even best, a personal examination to see how much difference 3 liters of fat removed would make providing you are a candidate. However, 4 and even 5 liters of fat can be removed in many cases. At your weight, you may be a better candidate for a tummy tuck or some sort of body lift. I have never heard of this maximum volume limit. I believe in Florida there is a limit of 5 liters, but I am not familiar with a North Carolina limit. I would suggest consulting with a Board Certified Plastic Surgeon who performs body contouring procedures frequently to assure the best possible result.
Thank you for your question. Some images would be helpful, surely. With judicious liposuction, I do think that most patients can see a very significant result with a 3 liter volume of lipoaspirate. You'll need to go with the careful evaluation and recommendation of a board certified plastic surgeon with an extensive experience in liposuction. Although results can be somewhat predictable, your satisfaction may be hard to gauge.
