Laser resurfacing prevents aging and helps prevent certain skin conditions and diseases. I suggest starting early. Co2 and Fraxel are best for resurfacing and improving pores, but Erbium is a good alternative. I suggest seeing a cosmetic dermatologist to get you on a long term plan with lasers, microneedling/prp, Cosmelan, peels, facials and skin care. The best procedure for resurfacing can be laser, radio-frequency based treatment or chemical peeling. This can only be determined after a complete and through examination.  
In terms of the best filler that also would depend on the amount of volume loss in the face the options would include Juvederm Volume, Bellafill or Juvederm XC.  In some instances I recommend silicone implants to the cheek/malar area. This gives a long lasting permanent result that is very natural in appearance.

The best procedure for skin resurfacing depends upon what your skin looks like ie pathology, color, wrinkes, pores, acne scars etc. Same for volume ie fat vs filler. Best to see a physician with experince with multiple devices

It all depend on your skin type, downtime and expectations. Fully ablative lasers provide the best outcomes - CO2 is the best however your skin type has to be taken into consideration. As for fillers vs fat transfer, once again it depends on the amount of volume loss and finesse.
