I am turning 17 and I really want a nose job. Am I ready for one? What is the process?

Most people say I want the nose job to please others. Nope, my current nose makes me very insecure, I hate it. It's large and wide. I turn 17 in July and my mother said I must wait till I'm 18 because my nose hasn't grown fully, is that true? I would want a nose job during Christmas break. Well I want to know, is it possible?
