Yes, you have a very constricted lower pole and pseudoherniation of the nipple-areola complex. The best would be to perform a bilateral breast augmentation with proper release of the superficial ring of constricting fascia. I would recommend seeing a plastic surgeon with 6 years of plastic surgery residency training and a year of aesthetic fellowship training to ensure that you find an individual with adequate training in this very important area of the body.
It does appear that there is some constriction of tissue around your nipples and areolae. This can be released with surgery.
Your breasts are small and the soft tissue envelope is tight. Your nipple to fold distance is short and appears to be limited under stretch. This means you can get a breast augmentation and have a nice result if you limit the size of the implant. If the surgeon places an implant too large, you will likely get a double bubble, which can only be rectified by a revision surgery. Go to an expert who can determine your anatomic maximum capacity and don't go bigger than that!
An examination in person would be required to properly evaluate you and make specific treatment recommendations, however based on your photos it appears that you have a mild subareolar puffiness that can sometimes be seen in tubular breasts, but overall you have pretty breasts whose size can be enhanced with a breast augmentation. The puffiness can sometimes resolve with augmentation that can redraw the breast tissue and skin. If the puffiness persists, it be corrected with a circumareolar skin tightening or mastopexy.
