Results may vary based on the patient, and I have personally had patients whose chin dimpling does not go away completely with dysport or botox injection to the chin. Dysport to the chin should not lead to facial dysfunction as long as it is placed judiciously. As for neck tightness from Bell's Palsy, sometimes the neck muscles (platysma) can become overactive. Injecting dysport into the muscle can may be helpful as well.Hope that helps!
It is likely that it was the Restylane, and no the Dysport, that left the bump under your eyes. The enzyme will break down the hyaluronic acid present in the Restylane but will not affect the Dysport. It is possible that you may need a bit more hyaluronidase injected if you still have the bump....
