Thank you for sharing your excellent question and photograph.  Careful placement of dermal filler can help achieve improved size/volume symmetry in your lips, while preventing the lip from rolling inward can only be tested with Botox to see if an improvement is achieved.  Hope this helps.

Yes. You are correct that a small amount of toxin (such as Botox) could stop your lip curling in. You would need to allow this 2 weeks to fully settle before considering any filler to add volume to this area.
Asymmetry can be due to a difference in volume or a difference in muscle activity. The muscle activity has to be corrected first before seeing whether there is a volume difference as well.
Please see an experienced injector as placing Botox into the wrong muscles here will leave you with an abnormal smile for quite a long time.

Botox can help the lips from curling when you are talking.  Be sure to see an experienced injector for this treatment.  You lips appear to be full and fairly symmetrical.  Small nuances can be improved by adding a small amount of filler to address your concerns.

Sensational lips but I understand your desires. Like the ring muscle(s) around the eyes, the lips also have 3 concentric rings of muscle, innervated separately to work together or apart. Each hemi-ring of lip muscles will flatten when stimulated. The 3 ring muscles are attached at the modiolus (a confluence of facial muscles, lateral to the lip corners).

The inner ring under the vermillion (pink) lip: 
contraction: flattens to the teeth and inverts or rotates the pink lip inward to close; embrasure of lips when playing horn / clarinet / oboe...
relaxation: allows rotation of the vermillion lip outward and allows pursing or puckering (kissing). 
The middle ring under the white lip:
contraction: flattens to the gums and squeezes food, air or fluid from accumulating under the lip; rotates the vermillion lip outward when the inner ring muscle is relaxed.
relaxation: allows softening and maximal opening of the lips
The outer ring under the nose and chin:
contraction: pulls the nose down or chin up to the lip-dental line
relaxation: allows for maximal opening of the mouth
Much like playing a 3 key trumpet, the muscles are coordinated to perform many different functional and expressive actions. Each injectable muscle relaxer (Botox, Dysport, Jeuveau, Xeomin) will have its own nuances and when expertly injected can rebalance lip activity. 

So, yes, proper injection technique can soften the constricting upper pink lip allowing the vermillion to rotated outwardly when smiling. 

Fillers have nuances too and can be used to accentuate the white lip line, cupids bow, philtrum, vermillion thinning, retruded lip, lip corner frown, lip lines and more but will not relax the lip to rotate outwardly.

Great Result! You can use fillers effectively to curl the edges of lips. Additionally, you can use a neuromodulator like Xeomen/Dysport/Botox to prevent the upper lip from flatting out by injecting in to the cupids bow and the lateral regions of the upper lip. You can also inject the DOAs below the corners of the lower lip to keep the lip corners from being pulled down.
