subcutaneous fat will not impact your breathing or sleep apnea. Having fat removed with liposuction and will also not alter these conditions. Fat can be removed as long as it's just below the skin anywhere in the neck using liposuction. At 65 and it's likely you have skin laxity as well as fat. Best, Mats Hagstrom MD
