yes you can get improvement with lip fillers and lip plumpers (see link). I would use daily hydration and plumping (see emeragecosmetics lip essentials kit).  everyone can do a little filler when done well really gives nice hydration and plumping.  Best, Dr. Emer.

It's not the filler but the plastic surgeon of choice that will determine how your lips should look. Juvederm or Restylane can all be used to create the same effect of making the upper lip taller. I hope this helps and good luck from New York City plastic surgery
