Titanium clips might be an issue if you have an MRI, but you are safe for having liposuction with ultrasound or with laser-assisted (Slimlipo or Smartlipo) liposuction.
The operation is very safe and above the abdominal fascia so any surgey you had intra-abdominally would be unaffected. The ultrasound from the liposuction device only carries for a few millimeters around the cannula. You can feel confident that you can undergo the surgery without any problem from the titanium clips in your abdomen.
Ultrasonic liposuction uses a wand that vibrates the tip at very high frequencies causing cavitation locally. The effect ranges out only a few millimeters. Unlike an MRI, metal elsewhere in the body or even very close to the liposuction cannula tip will not have an affect on either the liposuction or the safety of the procedure.

You will be perfectly safe with ultrasonic liposuction. The effect is only a few mm around the tip of the cannula. No worry. My Best, Dr C
The gross swelling of the area suction will probably resolved within about six weeks. Over the subsequent few months additional modest improvement will occur. The benefit of a compressive garment is debatable.
As a garment will certainly do no harm I would recommend that you where a mild compressive garment such as a Spanx till the gross swelling has subsided. Avoid standing for long periods of time as this will aggravate swelling around and below the knee.
It's hard to give you an answer since I didn't do your surgery, but if you're concerned at all about your garment please go and see your plastic surgeon.
The cause may be hereditary or from steroid use. I would recommend consulting with an endocrinologist before plastic surgery.
