My stomach seems to be in 2 parts? Is there anything I can do to stop this?

Or is this just how my body shape will always be? All my life I have had a stomach like this... putting in weight makes it more obvious but even when I lose weight it’s still there... I will attach photos to show you. The top part is softer (more like fat) but the bottom is hard not much fat and just my stomach and muscle I can feel. Are there any exercises to help? Or is this how I will always be?
