In my opinion, your best option is a full tummy tuck to remove the excess skin along with the scar and to tighten the muscle bulge. I do not think you need liposuction if you have a tummy tuck. Liposuction alone will not give significant improvement. Best wishes.

If you are planning to have more children and want to improve things in the meantime, then liposuction will definitely improve your contour. During the liposuction procedure the appy scar can be released from the underlying muscle to create a better contour. However you invariably will be left with some loose skin. If you do not plan on having more children then by all means the  tummy tuck would be the better choice.
