The best solution for reducing the mons pubis on men or women is liposuction. In your case, removing the fat from that area will give your penis greater exposure, making you less self-conscious about its size. Please note that your penis may be swollen for at least a month afterward. That is normal.  Please consult a board-certified dermatologist about how to reduce your mons pubis.

This can be improved with liposuction. I recommend a hi-definition procedure. Liposuction of the pubic mound is an established technique to reduce the size of the pubic mound and create more penile exposure. The liposuction technology is not as important as being aggressive and thorough in this region. Expect that the recovery will be prolonged from pubic mound liposuction and it will takes month for the swelling and firmness around the base of the penis to resolve. 

Based on the photographs submitted, liposuction, or the suction removal of fat should give you a very nice result.  I do not think you need any skin removal.  This is a quick outpatient procedure.Good Luck1

Liposuction should definitely address the problem. See a board certified plastic with an expertise in body contouring in your area for a detailed consultation. They should be able to answer your concerns more specifically.
