What's the best procedure to reduce back and lower belly fat, would several sessions of CoolSculpting be an option? (Photos)

Last summer I had gone to two consultations and received conflicting advice. (One suggested a mini tummy tuck, because I have a significant amount of hanging skin that I'd need to loose and the other said that I'd be fine with lipo and appear to have excellent elasticity in my skin. (I've always struggled w/ weight, exercise 2-4 times a week and actually eat pretty well for the most part. 5'6 180lbs I'm not trying to look great in a bikini, but just to feel comfortable in my own skin.)
