How can I fix the dark circles under my eyes (2.5 years post lower blepharoplasty)? (Photos)

I had a lower blepharoplasty 2.5 years ago (a fat transfer wasn't done during the procedure). Since then I'm trying to get rid of the dark circles under my eyes. One dr. I saw for a consult told me under eye filler is risky because the scar tissue from my previous surgery could cause more lymphatic blockage than for most people. How can I fix this?
