I had under chin / neck lipo about 3 years ago when I was 200lbs. The skin was loose then too. I thought the weight loss would help, but it seems the same to me. What are my options?

Answer: Sometimes a Face/Neck Lift is the only answer.
Getting a lower face and neck lift would give dramatic remarkable results and is easy to undergo under local with a little iv sedation. It would give that beautiful jawline and get rid of the double chin/neck fat and skin.
I don't even know what a one stitch facelift is but it sounds more an inadequate. It definitely looks like you'd need a real lift that addresses the platysma. Whatever a surgeon calls as a "mini lift" is just a marketing term - you'd want to ask specifically that the platysma is lifted.
You could try some skin tightening treatments / building collagen in the neck. However, given your age and the fact that you've lost so much weight, I suspect that that won't be enough and you may just need to have a neck lift type of procedure, if only to remove extra skin.
