I had liposuction on my stomach 2 years ago but I have uneven skin.. why is this? Will a mini tummy tuck fix this? The one with the pink shirt is after lipo and black shirt before lipo..

A mini tummy tuck only improves skin irregularities in the lower abdomen, and your photos show that the upper abdomen is affected too. A full tummy tuck is the way to go, which probably should have been recommended instead of lipo alone.

Based on your photos you have a significant degree of saggy skin on your abdomen above and below the belly button, you had it before and still after the liposuction, that hasn’t changed, the only difference is that now you have aside of the saggy skin, a very obvious fibrosis and scar tissue on your upper abdomen. 
You are candidate for Full Tummy Tuck, muscle  repair and some liposuction to waist. 
Your main issue is not excess of fat. You problem has been and is, saggy tissues and liposuction won’t make your tissues tighter.

It is important to determine the cause of these contour irregularities first. If it’s loose skin or fat, then a tummy tuck may be suitable. A mini tummy tuck only targets the area below your belly button. It looks like there are issues above your belly button as well, therefore a full tummy tuck is probably more suitable for you.

while there is always a chance for contour irregularities with liposuction, someone who takes their time and uses the appropriate sized cannulas should give you a superb result.I have all my patients wear compression garments and I use multiple sized cannulas to feather out the result.

From your photos it appears the option for the best results would be a standard tummy tuck.  A mini would address the lower abdomen but won't do much for above the belly button.  I encourage you to visit with a board certified plastic surgeon near you for an evaluation to learn more.

Thanks for trying to post 2 photos, but better in not in clothing to see total abdomen. I see the need for short scar full TT not a mini. Or to avoid surgery an injections series of sessions using Radeisse/ Sculptra combination. Each sessions $3,000-$5,000 depending on amount of syringes/vials used. The human torso is asymmetrical to start with. Overall degree of asymmetry after your liposuction is pretty mild. It can be caused by how the skin drips your body because of connective tissue that attaches the skin to down there lying muscle wall, simply how you are wearing your undergarments or difference in fat distribution. 
Did you follow up with the surgeon who did your liposuction?
If the area bothers you I suggest following up with the Doctor Who did your procedure or have a few in person consultations with local board-certified plastic surgeons.
It looks like a pretty typical result.
You had a moderate amount of skin laxity and a procedure that only removes fat and doesn’t deal with the skin is going to leave a slightly imperfect outcome.
