I am considering laser lipo for my arms. Is it the right procedure for me? (Photo)

My weight does fluctuate by about 8-10lbs & I am at my heaviest right now but even when I am a small size US4 (UK 8) wearing 25/26 inch waist I still have upper arm fat despite having low fat elsewhere (my abs are visible). I often cannot get shirts to fit me well as they are too tight on the arms. I workout and lift weights but nothing too heavy. After reading posts here I am concerned about being left with loose skin and do not want to end up needing full arm lift over a small amount of fat.
