I have tuberous breasts, can I fix without implants? (photos)

i’m almost 22. At around 14, i noticed my boobs were a little off. I struggled and still do with wearing certain clothes and going brakes because of my breasts. They’re so ugly. I hope they’d grow as a i got older, but i’ve come to realize this may never happen. I’m extremely scared of surgery though and am hoping to find one without implants.

The size of the chest is determined by measuring the circumference of the base line and the circumference of the nipple, which is the middle of the chest. There may be some difference between underwear brands.
