Any solutions for Dennie Morgan lines? (Photo)

I am 18 and have had deep dennie morgan lines on my lower eyelids since birth. I do not have allergies so unfortunately they are genetic. I would preferably like to have a permanent solution to this if possible, but without scarring. Would a scar-free surgery be possible? If not, I am open to temporary treatments. Please let me know what is available.
