I am a 24 year old female who has always had issues with extra skin above my eyelids and below my eyebrows. I feel like i always have to lift my eyebrows up to open my eyes fully and to look okay. I am very self conscious about it and am constantly being told I look mad or unhappy if I am in a relaxed state.

Answer: You need to be very careful about how you define your problem. While you could possibly use a little less skin in your upper eyelid, you need a lot fo this skin to have an upper eyelid fold. Depending on your ethnic identity, letting a surgeon simply remove your upper eyelid fold may terrible harm your personal identity. Once that skin is over-resected (all too common) there is no way to just reverse that harm. I reconstruct upper eyelid folds but it is far better to never need this type of reconstructive surgery. Mostly what is going on here is that you have upper eyelid ptosis. You need the upper eyelid ptosis repaired and perhaps a tiny amount of skin removed. You also need a procedure called an anchor blepharoplasty that makes a new hard crease in the eyelid. Don't be like the many patients I see who have to be reconstructed. Do your homework and get surgery done correctly the first time. Your eyes can be your best feature.
