My eyes make me look tired and sad, what can I do to achieve a smaller almond shaped eye?

Your best option includes a detailed clinical assessment.  Likely you need a repair of the upper eyelid levator tendon.  This is a surgery that will require a highly experienced aesthetic oculoplastic surgeon.  It my experience, this can't be repaired by general plastic surgeons or facial plastic surgeons.  It really required upper eyelid know how.  Repairing the tendon will open the eyes and allow the eyebrows to relax down.  Do your homework on your surgeon.  You want to get this right the first time.

I think you are a good candidate for upper and lower lid blepharoplasty.
Your upper lids would do well with full upper lid blephs and lower lid could have a pinch blepharoplasty to get rid of minor lower lid skin excess without much risk.
Make sure you see a well trained plastic and reconstructive surgeon with an interest in blepharoplasty for their opinion.
